By the preliminary investigation of the criminal case investigated by the RA Special Investigation Service it was revealed that the head of Goris community of Syunik marz of the Republic of Armenia, A.A., who ranked the 32nd on the electoral list of the “Hayastan” bloc, has prepared a serious crime, that is, bribing two or more voters in order to assure maximum votes in favor of the bloc, based on the personal and group interests.
In order to implement his criminal plan a few days before the RA National Assembly extraordinary elections, A. A. met with the head of Administration of Karahunj, Goris community L.A., in the office of the latter and offered to provide financial assistance to those voters who would promise to vote for “Hayastan” block. However, the crime was not completed against the will of A. A., as L.A. refused to meet with voters and offer them bribes in the form of financial assistance.
In addition, on April 28, 2021, at the request of A.A., L.A. organized a meeting with a group of residents of Karahunj, who asked A.A. for financial assistance to solve various problems. Then, the mentioned voters were provided with 100,000-220,000 AMD by Goris Municipality through bank transfer.
Later, during the election campaign, A.A. used its official position to obstruct the free exercise of the electoral rights of a group of voters in Karahunj, Goris community during the same election, as well as to force voters to vote for the bloc by using official dependence.
In particular, the head of Goris community L.A. was instructed to take over the management of the pre-election headquarters of the mentioned bloc in Karahunj settlement and to gather all the resources, including those who have already received financial assistance from the Goris municipality, to participate in the campaign and elections and to elect “Hayastan” block. In his turn the head of Administration of Karahunj settlement L.A., organized by A.A., on various days following June 7, 2021, during meetings and telephone calls, using his official position, personally obstructed the free exercise of the electoral rights of voters in Karahunj, by forcing them to vote for “Hayastan” block. Besides, taking advantage of the fact that these voters are dependent due to social economic conditions L.A. forced them to vote in favor of the above-mentioned bloc in the June 20, 2021 elections.
For committing the described criminal acts, A.A. was charged on 15.07.2021 under point 2, part 4, article 35-154.2, point 4 part 2 of article 38-149, and part 3 of article 38-154.2 of the RA Criminal Code.
The investigator of the RA Special Investigation Service filed a petition to the Court of General Jurisdiction of Yerevan city to select taking into custody as a measure of restriction against A.A.
Notification: a person that is suspected or accused of an alleged crime, is considered innocent until his/her guilt is proved by a court judgement that has come into legal effect pursuant to the procedure determined by RA Criminal Procedure Code.
