With the combination of sufficient evidence obtained during the preliminary investigation of the criminal case investigated by the RA Special Investigation Service, it was substantiated that during the pre-election stage of the RA National Assembly elections held on April 2, 2017, A. Babayan gave a bribe to a voter the to vote for the candidate included in the national electoral list of the Republican Party of Armenia.
Thus, Ghukas Ulikhanyan, the brother of Armen Ulikhanyan, the head of Nor Nork administrative district of Yerevan city, was nominated by the Republican Party of Armenia to participate in the mentioned elections. Based on group interests of ensuring the maximum number of votes in favor of the latter and to record the desired result in the elections, A. Babayan, who was that time holding the post of the secretary of the head of the Staff of Nor Nork administrative district intended to financially interest the voters, including giving them free state-guaranteed medical care and services as a bribe for each vote.
In particular, becoming aware that one of the residents of Yerevan city had applied to the staff of the head of the administrative district as a retiree with a request to perform eye surgery at the expense of state funds, A. Babayan requested him to participate in the upcoming election with other family members and vote for his nominee Ghukas Ulikhanyan promising him a benefit as a bribe, namely, to provide free state-guaranteed medical care and services.
After participating in the elections, the above-mentioned person underwent free eye surgery at the medical center on the basis of a referral, in return for which the state transferred 77,200 AMD to the mentioned medical center.
A. Babayan was charged with article 154.2 (part 2) of the RA Criminal Code. The preliminary investigation of the criminal case against him is over. The case was handed over to the supervising prosecutor with an indictment with a petition to confirm it and send to court.
