The Head of Examination unit of Lori marz department of the RA Police is charged; preliminary investigation of the criminal case is over

By the combination of sufficient evidence obtained during the preliminary investigation of the criminal case investigated by the RA Special Investigation Service, it was substantiated that Armen Amiraghyan, the head of the examination unit of Lori marz Department of the RA Police, used his official position against the interests of the service, and committed unpledged receiving of instruments used for commitment of especially grave offence.

It was found out in the criminal case that Armen Amiraghyan took part in the investigation of the scene of an especially grave offence as an expert on March 24, 2020, by the materials to be prepared by the investigator on the case of attempt to murder of two and more people with the use of firearms, which took place in Vanadzor city on the same day.

After the investigation, the father of A. P., participant of the case, being in a close relationship with A. Amiraghyan, informed the latter that his son's hunting rifles were shot during the crime at the same time asked him to make an influence over them, in order to prevent the disclosure of the fact that capsules found at the scene were shot from the mentioned firearms. Based on his personal interest in not rejecting his close friend’s request, A. Amiraghyan used his official position against the interests of the service and instead of performing legal procedural actions stipulated by the law he adjusted the firing pins of firearms, which were the instrument of a crime, with the use of a nail file, thus committed unpledged receiving of instruments used for commitment of especially grave offence, which developed encumbrances for the body of the proceeding of the criminal case instituted with regard to the mentioned case, namely the opportunity to ensure comprehensive, full and objective examination of the case was endangered.

Armen Amiraghyan was charged with articles 308 and 334 (parts 1) of the RA Criminal Code.

The preliminary investigation of the criminal case is over. The case was handed over to the supervising prosecutor with an indictment, with a request to confirm it and send it to court.

 

Notification: a person that is suspected or accused of an alleged crime, is considered innocent until his/her guilt is proved by a court judgement that has come into legal effect pursuant to the procedure determined by RA Criminal Procedure Code.
