Cases of giving and receiving bribes, and other cases of alleged crimes committed in the process of obtaining a driver's license by traffic police officials and other police officers have been revealed

Cases of giving and receiving bribes by traffic police officials and other police officers and citizens, bribe mediations, abuse of official powers and committing official fraud have been found out during the preliminary investigation of the criminal case initiated by the RA National Security Service and investigated by the RA Special Investigation Service.  

It was substantiated by the criminal case that Edvard Shiroyan, the Senior Inspector of Sevan Registration and Investigation unit of the Traffic Police, issued driver's licenses to two individuals in exchange for a bribe of various sizes with a mediation, including two heads of passport units of Gegharkunik marz of the RA Police Passport and Visa department, in violation of the law and without actually checking the theoretical knowledge and practical skills of those who applied for a driver's license, in the terms of accepting formal theoretical and practical examinations in March 2020. In particular,  Edvard Shiroyan assessed the practical examination of the person he represented as positive, and the latter received a driver's license, in exchange for a bribe of 150,000 AMD received through the mediation of the head of the Sevan Passport Unit.

Besides, it was found out that another citizen Mesrop Vardanyan applied to his relative, Haghtanak Yavryan, the master of Gavar Driving School, for help in obtaining a driver's license by giving a bribe, who took 250,000 AMD from M. Vardanyan. Then H. Yavryan came to an agreement with the Senior Inspector Edvard Shiroyan to provide Mesrop Vardanyan with a driver's license for a bribe of 200,000 AMD.

Edvard Shiroyan fabricated protocol on passing the theoretical exam with the help of Mesrop Vardanyan, in exchange for the bribe in large amount; he assessed M. Vardanyan’s examination as good.

Edvard Shiroyan is charged with the above-mentioned criminal acts under articles 308 (part 1), 2 episodes, article 311 (part 3, point 3), article 311 (part 2), and article 314 part 1) of the RA Criminal Code.

Mesrop Vardanyan is charged with article 312 (part 2), article 38 -314 (part 1) of the RA Criminal Code. Haghtanak Yavryan is charged with article 313 (part 1) of the RA Criminal Code.

Taking into custody was selected as a measure of restriction against Edvard Shiroyan, while signature not to leave – as a measure of restriction against Mesrop Vrdanyan and Haghtanak Yavryan.

Preliminary investigation on the part of the criminal case separated on the mentioned accused persons is over. The case was handed over to the supervising prosecutor with an indictment, with a request to confirm it and send it to court.

During the preliminary investigation of the criminal case, factual information was obtained stating that, in addition to the above-mentioned cases certain officials of the state service of Sevan Registration and Investigation unit of the RA Police Traffic Police, with a prior consent, received a bribe for positive assessment and provided driving licenses without checking practical driving skills of persons who applied for driver’s licenses, in March 2020.

In connection with the above-mentioned cases, criminal cases have been initiated under article 311, (part 3, point 2), article 312 (part 1), article 308 (part 1) and article 314 (part 1) of the RA Criminal Code; preliminary investigation in the mentioned cases is underway.

 

Notification: a person that is suspected or accused of an alleged crime, is considered innocent until his/her guilt is proved by a court judgement that has come into legal effect pursuant to the procedure determined by RA Criminal Procedure Code.
