Reference to statement of Ruben Vardazaryan, the Chairman of the SJC

Ruben Vardazaryan, Chairman of the Supreme Judicial Council in the interview with Aram Abrahamyan within the framework of Perspective TV show on Shant TV, on June 23, 2020 referring to the issue of public distrust to the judicial authorities  stated that “we have less competent investigative bodies, we have improper prosecutorial control”, and the latter “just throw the low quality investigated cases to the court”. Ruben Vardazaryan also noted that “we do not have an illiterate judge”.

In this regard, we deem it necessary to clarify that the above-mentioned inappropriate qualifications of Ruben Vardazaryan of general nature given to the investigative bodies hurt  the officers of the preliminary investigation bodies overshadowing the difficult, high-responsibility work carried out by them. Certainly, there may be investigators in the preliminary investigation bodies, whose professional qualities still need to be improved, however, without excluding that fact we assure you that there are many professional investigators in the investigation system today who are dedicated to their work, have brilliant legal knowledge, and have high moral and ethical qualities who spare no effort and energy to carry out effective and high-quality investigation of the most complex criminal cases, requiring surge of forces.

And if Ruben Vardazaryan mentions in his speech that “the swearing addressed to any judge is perceived as swearing to all 240 judges”, Mr. Vardazaryan also hurts hundreds of investigators of the preliminary investigation bodies with his assessments.

We believe that the subjective assessments of the chairman of the SJC addressed to the preliminary investigation bodies are neither substantiated and well-founded, nor follow from the status of an official and the rules of ethics.

We expect that the chairman of the SJC Ruben Vardazaryan will at least publicly apologize to the employees of the preliminary investigation bodies for his hurting remarks, and from now on will show the necessary restraint, refraining from making unfounded and incorrect statements about the work of the investigative bodies.
