Criminal case is instituted with regard to passing official powers that caused grave consequences by negligence

From the materials prepared in the RA Special Investigation Service on the occasion of the Facebook post of Manvel Ter-Arakelyan, a participant of "HIN EVIVAN HOLDING" LLC published in the press on 03.05.2020, data were obtained that a company owned by M. Ter-Arakelyan was given construction permit to renovate 564 square meters Odeon outdoor cafe near the National Opera and Ballet Theatre on Tumanyan Street on November 16, 2007 during 2 years for further operation.

In 2008 the abovementioned company initiated renovation of the said café, however, in 2007-2012 an official who held the post of the senior assistant of the RA Prime Minister, then the first deputy head of the Staff of the RA President, passing his official position requested the participant of the Company Manvel Ter-Arakelyan not to renovate and operate the café, thus depriving the company from the legal right to use the leased territory; as a result of which the company actually terminated its activities, being prevented from the opportunity to continue entrepreneurial activities and borne loss in the amount of 1 938 798 136 AMD throughout 2007-2014.

Criminal case was instituted in the RA Special Investigation Service in accordance with article 309 (part 3) of the RA Criminal Code, on the occasion of passing official powers that caused grave consequences by negligence.

The criminal case was sent to the RA Prosecutor General’s office to pass by investigative subordination.

Notification: a person that is suspected or accused of an alleged crime, is considered innocent until his/her guilt is proved by a court judgement that has come into legal effect pursuant to the procedure determined by RA Criminal Procedure Code.
