Preliminary investigation of the criminal case against the police officers accused of torturing a citizen is over

By the combination of sufficient evidence obtained during the preliminary investigation of criminal case investigated in the RA Special Investigation Service it was justified that the head of the Criminal intelligence unit of Sevan division of Gegharkunik marz department of RA Police and two special agents of the same unit tortured the citizen detained to the Sevan Police Division.

According to the accusation on October 7, 2018 T. G., the head of the Criminal intelligence unit of Sevan division of Gegharkunik marz department of RA Police and S. D. and V. M. two special agents of the same unit detained resident of Sevan city A. M. to the RA Police Sevan division with the suspicion of participation in a brawl. In order to create the feeling of a fear the special agents S. D. and V. M., in the administrative building of Sevan Police division kicked and beat the handcuffed citizen, then transferred him to one of the offices of the division, where the head of the unit T. G. went on torturing A. M. by beating, kicking and batoning different parts of his body. 

Besides, S. D. and V. M. spitted at A. M’s body and clothes, thus causing him severe mental pain.

In order to stop the violence applied to him A.M. tried to self-damage with the metal part of the lighter that he had with him, by scratching his abdominal part.

Torturing A.M. by T.G., V.M. and S. D. resulted in bodily injury of the former in the area of the head, chest, abdomen, upper and lower limbs, including in the form of fractures, numerous scratches and haemorrhages.

T.G., V.M. and S. D. are brought charge for gang torturing A.M. under article 309.1 (part 2, point 4) of the RA Criminal Code.

Taking into custody was selected as a measure of restriction with regard to V.M.; recognizance not to leave – with regard to T.G.; and taking into custody selected as a measure of restriction with regard to S. D. has been changed to bail as an alternate measure of restriction. 

Preliminary investigation of the criminal case is over. The case was sent with the indictment to the prosecutor conducting control, with the request to send it to the court.

 

Notification: a person that is suspected or accused of an alleged crime, is considered innocent until his/her guilt is proved by a court judgement that has come into legal effect pursuant to the procedure determined by RA Criminal Procedure Code
