The Special Investigation Service of RA has initiated a criminal case under the RA Criminal Code, Article 309, part 2, over abuse of authority accompanied with violence by certain officials of the Central Investigation Division of General Investigation Department and the Central Division of the RA Police.
It is to be noted that on September 30, 2013 the Special Investigation Service undertook the criminal case initiated by Yerevan City Central Investigation Division of the RA Police under the RA Criminal Code, Article 175, part 2, points 3 and 4, Article 131, part 2, points 3, 4 and 6, Article 138, part 1 and Article 235, part 1.
Preliminary investigation has substantiated that on September 22, 2013 police officer of the RA Police Headquarters Edgar Varagyan committed robbery and assault with the use of a knife and a firearm against K.B. and her 13-year-old teenage daughter E.S. and stole 186 000 AMD, 100 USD, gold jewelry and a TV set. Subsequently the police officer kidnapped and took them by car to a deserted area, where he raped K.B.
Edgar Varagyan has been charged under the RA Criminal Code, Article 175, part 2, points 3 and 4, Article 131, part 2, points 2, 3, 4 and 6 as well as Article 138, part 1. Detention has been chosen as pretrial measures against him.
Edgar Varagyan did not admit the charges filed against him and gave testimony stating that after he was taken to the RA Police Central Division on suspicion of the above-mentioned offences, on September 24-26, 2013 the officers of the given division as well as those of the Central Investigation Division of General Investigation Department beat and used violence against him, affected by which, complying with the officers’ demand, he pointed during the expert examination at K.B.’s Mercedez Benz car in the place indicated by them without realizing the purpose and consequences of the given investigative action.
Edgar Varagyan’s parents too submitted a report on violence used against their son.
Preliminary investigation is underway.
