Preliminary Investigation of Criminal Case against Former Head of Vayots Dzor Regional Municipality Agriculture and Nature Protection Department and His Accomplice Completed

The Special Investigation Service has finished the preliminary investigation of the criminal case initiated against former head of Agriculture and Nature Protection Department of Vayots Dzor Regional Municipality Babken Mkrtchyan, according to the RA Criminal Code, Article 308, part 2 and Article 314, part 1, and his accomplice Manvel Arshakyan charged according to the RA Criminal Code, Article 179, part 3, point 1 and Article 38-314, part 1.
Preliminary investigation has revealed that during the implementation of the “State support programs for providing RA land users with low-cost diesel fuel 2012-2013” approved by the RA Government decisions, Babken Mkrtchyan, the then head of Agriculture and Nature Protection Department of Vayots Dzor Regional Municipality, abused his position and, entering into a preliminary agreement with Manvel Arshakyan, falsified official documents with the latter, due to which Manvel Arshakyan embezzled diesel fuel, causing particularly large-scale damage to the state.
Detention was chosen as a precautionary measure against the accused Babken Mkrtchyan and Manvel Arshakyan at the pretrial stage of the criminal prosecution.
Having completed the preliminary investigation, the investigator has submitted the criminal case with the bill of indictment to the prosecutor supervising the proceedings to be confirmed and sent to court.
