The Special Investigation Service of RA has initiated a criminal case under the RA Criminal Code, Article 258, part 2 and Article 309, part 2, based on the materials prepared on officer of State Protection Service of the RA Police V.M.’s report.
According to V.M.’s report, while he and police officer of the same platoon S.A. were implementing service in Shengavit Administrative District on November 12, 2013, at around 01:05 AM near Lux Hotel they stopped a Samand taxi, from which loud music could be heard and the driver of which, Artak V., was in a state of alcohol intoxication. After they demanded to see his documents, Artak V. started shouting and using foul language towards the police officers. Subsequently opening the door of the car he got out with a knife in his hand and told them not to call the traffic police. Using hand-to-hand combat methods, V.M. and S.A. knocked the driver down, took the knife and put handcuffs on him. However, the latter didn’t settle down and started to kick the police car damaging it. Shortly after that, Artak V. passed out and the policemen took him to “Yerevan” Medical Center, where after recovering consciousness he again behaved aggressively damaging the property of the medical center. From there he was taken to Shengavit Division of the RA Police, where he continued to show aggressive behaviour and broke the windowpane of the guardroom.
Data have also been obtained, based on the materials prepared on the report, that the above-mentioned knife owned by Artak V. was technically defective and that during the incident police officers V.M. and S.A. used violence against Artak V. and his brother Arman V. who had arrived at the scene.
Preliminary investigation is underway.
