The Republic of Armenia Special Investigation Service is comparatively a young structure in the system of law-enforcement agencies. It was established on November 28, 2007 by adoption of the RA Law “On Special Investigation Service” that was ratified by the RA President on November 30 of the same year.
The procedure and terms of establishment, activities, taking service, classification of positions and class ranks, the rights, obligations and responsibility of the officers, legal and social guarantees and other relations connected with the service are regulated by the RA Law “On Special Investigation Service”.
The activities of the Special Investigation Service are focused on carrying out preliminary investigation by criminal cases in regard to the leading officials of legislative, executive and judicial authorities, persons carrying out special state service connected with their official position or complicity or the crimes committed by them, as well as by electoral procedures provided by the Republic of Armenia Criminal Procedure Code.
Conditioned by the necessity of improving the preliminary investigation quality of the criminal cases investigated in the Special Investigation Service, as well as improving the effectiveness of due control of investigatory works’ organization and the criminal cases investigated in the Special Investigation Service, the system of positions for the Special Investigation Service officers was determined by amendment to Article 5 of the Republic of Armenia Law “On Special Investigation Service”, dated May 19, 2014.
Subsequently, the following departments were established and operate in the Special Investigation Service:
1. Department of Investigation of Corruption, Organized and Official Crimes;
2. Department of Investigation of Tortures and Crimes against Person;
3. Department of Investigation of Crimes of General Character.
By direct assistance of the President of the Republic of Armenia Serzh Sargsyan a new, separate administrative building was allocated for the Special Investigation Service.
On October 10, 2014 the President of the Republic of Armenia Serzh Sargsyan was present at the opening of the new, capitally repaired building allocated for the Republic of Armenia Special Investigation Service.
The Service, before moving to the new building located at the address Vagharsh Vagharshyan Str. 13a, Yerevan, operated in the administrative building of RA Prosecutor General’s Office, on a separate floor not sufficient for the activities of the Service.
THE SYMBOL OF THE SPECIAL INVESTIGATION SERVICE
The elements of the Republic of Armenia Special Investigation Service symbol are the shield, the balance and the sword.
The shield is the symbol of defence of the public and human rights, the balance is the symbol of justice, and the sword–of providing punishment and judgment.
The shield is a perpendicular pentagon, in the center of which the National Emblem of the Republic of Armenia is inserted, below is the flag of the Republic of Armenia, on which it is entitled with white letters “the Republic of Armenia Special Investigation Service”.
Outside the shield, on the top you can see the handle of the sword and from the bottom the blade of the sword comes out. From the two sides of the sword handle the scales of the balance are hung.
