Cases of bribery by a traffic police official, abuse of official powers, official fraud, bribery by citizens have been revealed

With the combination of sufficient evidence obtained in the criminal case investigated by the RA Special Investigation Service, it was substantiated that A.G., the inspector of the Vanadzor Registration-Investigation unit of the Traffic Service of the RA Police, reached an agreement in February 2020 with his close person S.G., who was residing in Gyumri, to assist him in the matter of providing driver licenses to citizens with the violation of set order and against bribery, in the terms of acceptance of formal theoretical and practical examinations, without due testing of theoretical knowledge and practical driving skills.  In order to eliminate the obstacle of possible disclosure of taking money subject of the bribe  by A.G. personally from the bribe givers, it was agreed that S.G. should collect the citizens, take the money subject of bribery and transfer them to A. G.

After that, S.G. informed many of his acquaintances and relatives living in the Shirak marz about the possibility of obtaining a driver license through him against a bribe, after which a number of citizens applied to him in person or through third persons, in February-May 2020, and received driver's licenses from the Vanadzor Registration-Investigation unit of the Traffic Service of the RA Police against bribes.

As a result of large-scale investigative and procedural actions in the criminal case, operative-investigative measures carried out by the RA National Security Service, it was substantiated in particular that during February-May 2020, 8 residents of different communities of Shirak marz applied to S.G. for a driver’s license against bribe, who collected per 250,000-300,000 AMD from the citizens, a part of which he kept for himself, and transferred 170,000 AMD per each applicant as a bribe to A.G.

In exchange for the received bribes, A.G., using his official position against the interests of the service, guided with mercenary motives, prompted the citizens correct test answers while accepting theoretical examinations from them, did not properly test their practical skills, instead compiled and handed over false protocols on taking theoretical and practical exams from the citizens, in which he included obviously false information, stating that allegedly the candidates had correctly answered the test questions and performed the actions mentioned in the examination protocols during the practical driving.

By the preliminary investigation it was found that during the same period of time A.G. received large amount of bribe 400,000 AMD with the assistance of S.G. from three citizens, for providing driver’s licenses in violation of the established order, without properly checking the theoretical knowledge and testing practical driving skills, in the terms of formally accepting theoretical and practical exams

On July 24, 2020, A.G. was charged with committing the above-mentioned criminal acts under article 308, part 1 (six episodes) of the RA Criminal Code, article 311, part 2 (six episodes) of the RA Criminal Code,  article 311, part 3, point 3 of the RA Criminal Code, article 314, part 1 (six episodes) of the RA Criminal Code for committing publicly dangerous acts.

On the same day, a petition was filed to the Court of General Jurisdiction of Yerevan city with the request to apply taking into custody as a measure of restriction against A.G.

The preliminary investigation of the criminal case is underway.

 

Notification: a person that is suspected or accused of an alleged crime, is considered innocent until his/her guilt is proved by a court judgement that has come into legal effect pursuant to the procedure determined by RA Criminal Procedure Code.
