On the basis of a combination of sufficient evidence obtained on the criminal case investigated in the Special Investigation Service of the RA in the scope of the criminal case, Surik Khachatryan the former Governor of Syunik marz was attracted as an accused with article 309 (part 1), article 38-179 (part 3, point 1) and article 38-314 (part 1) of the RA Criminal Code, for exceeding his powers, and abused his official authorities, gave illegal instructions to persons to commit especially large-scale waste and official fraud, which caused substantial damage to the legitimate interests of the state.
Particularly, it was revealed that Surik Khachatryan, having held the post of Syunik governor in 2011-2012, ilegally instructed the head of the Noravan community of Syunik marz Lavrentik Arakelyan through an official of the marz municipality, to provide the metal pipes belonging to the Noravan community of Syunik marz to the his brother without any legal grounds.
Lavrentik Arakelyan, in violation of the law, instead of submitting a proposal to the community council on alienation of the pipes and then alienating or using it under the decision of the council of elders, on terms and conditions, prompted by Surik Khachatryan, provided the pipes costing especially large amount of 5.132.891 AMD to Surik Khachatryan’s brother.
Besides, in August-September 2016, Surik Khachatryan issued an illegal order to the head of Akner community to alienate the 0.43-hectare plot of land along the road in Akner community through a fake auction to his designee Ashot Gevorgyan. For this purpose, the head of staff of Akner community, on the instruction of the community head by providing false information, drew up false records of the auction dated 16 September 2016 of the plot, according to which the land of 0.43 hectares, was sold to Ashot Gevorgyan for AMD 70,000.
On 19.11.2019, Surik Khachatryan was declared searched. On the same day taking into custody was selected as measure of restriction against S. Khachatryan.
On the criminal case Lavrentik Arakelyan was charged with Article 179 (part 3, point 1) and Ashot Gevorgyan with Article 38-314 (part 1) of the Criminal Code of the Republic of Armenia.
The preliminary investigation is underway.
