Within the criminal case investigated in the RA Special Investigation Service Levon Yeranosyan, former deputy head of RA Police, commander of RA Police forces, was brought charge under article 309 (parts 2 and 3) of the RA Criminal Code, for commitment of such socially dangerous offences, particularly, that using special measures he intentionally conducted operations which obviously exceeded his official duties and significantly breached legal rights and interests of citizens, and occasionally caused heavy consequences.
According to the charge Levon Yeranosyan used 4 “Zarya” flash bang grenades during the mass protest in Baghramyan avenue on April 16, 2018 at around 15:00 without passing special inspection determining the capabilities to act in special circumstances resulting the necessity to apply special measures, without being duly qualified and therefore without the authorities to receive and personally use the measures of implementation of special operations “Zarya” flash bang grenades, violating the permitted application criteria, namely failing to keep minimum 2.5 meter distance from people, which resulted in grave and medium bodily injury to above 40 participants of the mass protest.
Due to application of special measures by Levon Yeranosyan, 6 officers of RA Police Forces performing their duties in Baghramyan avenue also received bodily injury.
Besides, On April 22, 2018 at around 14:00 during the mass protest taking place in Artsakh avenue of Yerevan city Levon Yeranosyan used another 4 “Zarya” flash bang grenades with the violation of the same criteria, which caused bodily injury to another 6 participants of the mass protest.
Recognizance not to leave was selected as a measure of restriction with regard to Levon Yeranosyan.
Preliminary investigation is underway.
