The Special Investigation Service has finished the preliminary investigation of the criminal case initiated against former head of Agriculture and Nature Protection Department of Vayots Dzor Regional Municipality Babken Mkrtchyan, according to the RA Criminal Code, Article 308, part 2 and Article 314, part 1, and his accomplice Manvel Arshakyan charged according to the RA Criminal Code, Article 179, part 3, point 1 and Article 38-314, part 1.

The Special Investigation Service has initiated a criminal case according to the RA Criminal Code, Article 213, part 2, point 1 and Article 178, part 3, point 1, based on former senior prosecutor of Kotayk Region Prosecutor’s Office D.Z.’s appeal and citizens Melanya S.’s and Sasun M.’s complaints. D.Z. stated in her appeal that during employment in the Prosecutor’s Office, namely January 2012, she had borrowed 5000 USD at a monthly interest rate of 10 % from a friend of the Kotayk region deputy prosecutor, who acted as an intermediary between the two parties. Later D.Z. borrowed money from other people too in order to pay off the interest and found herself in a difficult situation.

Deputy Head of the Special Investigation Service, first class counselor of justice Armen Nadiryan took part in the Regional Stock-Taking Conference in Strasbourg. Five countries, namely Armenia, Georgia, Azerbaijan, Moldova and Ukraine, participated in the conference on Investigation of Serious Human Rights Violations by Law-Enforcement Officials, organized by the European Union and the Council of Europe.

The Special Investigation Service has finished the preliminary investigation of a criminal case initiated according to the RA Criminal Code, Article 179, part 3, point 1 and Article 314, part 1. Preliminary investigation has revealed that during the implementation of the “State support programs for providing RA land users with low-cost diesel fuel 2012-2013” approved by the RA Government decisions, Tigran Virabyan, former head of Agriculture and Nature Protection Department of Ararat Regional Municipality, falsified official documents by abuse of official position and committed large-scale embezzlement of public funds.

Preliminary investigation has substantiated the fact that taking advantage of the open door of one of the apartments in Mantashyan street, Yerevan, Gegham Andreasyan illegally entered the above-mentioned apartment at about 13:40 pm, June 25, 2013, with the intention of committing a secret theft of large amounts of property belonging to the owners of the apartment. However, he didn’t manage to complete the burglary due to circumstances beyond his control; namely, he got noticed by the owner of the apartment, E.M., who caught him by inflicting corporal injuries on the latter in the form of scratches on the neck while trying to prevent his escape.

The Special Investigation Service has finished the preliminary investigation of a criminal case initiated according to the RA Criminal Code, Article 375, part 1 and Article 38-375, part 1. Preliminary investigation has revealed that Vahan Hovhannisyan, investigator for especially important cases of the Investigation Service of the RA Ministry of Defense, didn’t dismiss the criminal case in his proceeding in spite of having obtained by preliminary investigation evidence of an absence of corpus delicti in Armen. A.’s act (the latter serves as an officer in the Armed Forces of the Republic of Armenia).

The Special Investigation Service has finished the preliminary investigation of the criminal case initiated according to the RA Criminal Code, Article 34-177, part 3, point 1, with respect to some RA police officers for jewelry store attempted robbery. Preliminary investigation has revealed that the Criminal investigation unit deputy head of Mush division of Gyumri city police of Shirak provincial department, police captain Hrayr Kalashyan entered into a preliminary agreement with the senior security officer of the same unit, police captain Artak Baghdasaryan to commit a theft. The Special Investigation Service has taken into proceeding the criminal case initiated by Erebuni division of Yerevan city department of the RA Police according to the RA criminal Code, Article 266, part 2, point 3 and Article 34-286, part 1. Preliminary investigation has revealed that 2 pieces of a 0.3 gm oval tablet and 2 pieces of a 0.2 gm similar tablet containing large amounts of the buprenorphine drug were found in Mayrakaghakayin salad by the examination of the package delivered by A.P., prison security inspector of “Nubarashen” Penitentiary Institution under the Ministry of Justice, to A.V, detainee of the same prison on 17 July, 2013.
