Lyudvig H., a prisoner of “Nubarashen” Criminal-Executive Institution of the Ministry of Justice of the Republic of Armenia reported that he was accused of having committed a theft and fraud under the criminal case reviewed in the Investigation Committee of the Republic of Armenia. According to him he was suffering from mental diseases but the employee of the psychiatric hospital who was in charge of conducting the expertise required from him a bribe in a substantial amount of 8 thousand USD for granting a reference about declaring him disabled and as a basis thereof accommodating him in the psychiatric hospital from the period between July 21 and August 4, 2014.
Thereafter, on December 2014 the Chief Investigator of the Investigation Committee of the Republic of Armenia required a bribe from him in a substantial amount of 500 USD for setting a repeated forensic psychiatric expert examination under the same criminal case reviewed in his proceeding.
A criminal case was launched in the Special Investigation Service of the Republic of Armenia based on the report of the prisoner as per the materials prepared in the Internal Security Administration of the Investigation Committee of the Republic of Armenia in accordance with Paragraph 3 of Part 3 of Article 311 and Paragraph 2 of Part 4 of Article 311 of the Criminal Code of the Republic of Armenia.
A preliminary investigation is underway.
